Due to manufacturing tolerances, for example in plates or sheets, hot or cold rolling cannot achieve ideal accuracy, so there is a maximum deviation of 3%. For other profiles there are cutting/drilling/extrusion tolerances of up to ±0.3 mm, all depending on the manufacturing technology.
